ITANAGAR, Jul 26: First raising day of Mishmi Prayer Centre was celebrated at Tafragam in Lohit district yesterday organized by Mishmi Faith Promotion Society (MFPS) in collaboration with IFSCAP, Lohit unit.

Students plant tree to celebrate Vanmahotsav

DAPORIJO. Jul 26: Vanmahotsav was celebrated by Govt. Hr. Sec. School Daporijo by planting trees in the hostel and school campus yesterday.
The students and staff of the school, including boarders of the Boys hostel and management committee planted 120 saplings in the school and hostel campus with DDSE planting the first sapling.
The DDSE visited school and hostel campus and advised the student to protect and nurture the plants for and keep school campus clean and green. He also briefed about the importance of planting tree and the significance of celebrating ‘Vanmahotsav’.
AAPLU demands inclusion in DPC meetings
ITANAGAR, July 26: The All Arunachal Pradesh Labour Union (AAPLU) has demanded for inclusion of its members in DPC meetings of every department.
In a memorandum submitted to the chief minister, it said that inclusion of its members would help in raising issues of promotion of W/C enrollment of counting casual labour/regularization of certain jobs.
Its other demands are provision of head counting system in every department, sanction of bachelor barrack system for laborers working in every department, regularization of service to casual/ contingency staff, regularization of service of W/C staffs, creation of group C&D post for every department, providing uniforms for labourers and construction of labour stand.
ToT under NSSP concludes
ITANAGAR, Jul 26: The three days Training of Trainers (TOT) under National School Safety Programme (NSSP) organized jointly by DDMA and Department of Education, Lohit concluded at Tezu today.
The training covered all relevant subjects, including disaster concepts, disaster management, its cycle and institutional set up in national as well as local level.
Emphasis was given on school safety and school disaster management plans, its components and importance.
Demonstration on search and rescue techniques, fire safety in schools, basic surviving skills in schools were conducted by experts from 9TH Bn. ITBP, Fire Service and Health Department. The trainers were suggested by the DDSE to organize NSSP training at block level for 500 teachers in the district enabling the authority to prepare a disaster management plan for 200 schools as per NSSP guideline.
Since Lohit falls under highly active seismic zone V the training of school children and the teaching staff on such hazards was the need of hour, Damchin Norbu, DDMO Lohit said in a release.

Army recruitment rally

AIMSU calls on Governor and CS
ITANAGAR, Jul 26: The All Mishmi Students Union (AMSU) has called on the state government and apprised of the various problems that Anjaw district has been facing so far.
In a memorandum submitted to the Governor, it said, local denizens of the district have been deprived from all the development schemes, functioning under some few individuals and the agencies concern.
And despite of the fact that the area has been facing numerous problems since it was formed in the year 2004, the union claimed that the local legislator has no concern for the area.
The situation has become so alarming that the unemployment youths, elders, students, women, have all adopted the method of poppy cultivation and today unfortunately Anjaw district has been popularly known as the Cocaine Valley, it maintained.
In another memorandum submitted to the chief secretary, while apprising that the district has many schools but many are defunct while others intake capacity is only two or three students per year, urged him to improve the defunct education system in the district.
Small family norms emphasized in World Population Fortnight observation

Environment clearance to 3,000 MW Dibang project denied
Major setback for NHPC
ITANAGAR, Jul 26: In a major setback to NHPC and Arunachal Govt, the ministry of environment and forests has denied forest clearance to 3,000MW Dibang multipurpose project in Arunachal Pradesh along with the 1,500MW Tipaimukh hydel project in Manipur. According to the report published in popular English daily The Telegraph (Guwahati edition), the forest advisory committee (FAC), which met on July 11 and 12, has stated in its report that in both projects, the requirement of forest land is large and will have an adverse impact on the general ecosystem of the area.
Civil society organizations had urged the ministry of environment and forests not to accord forest clearance to both projects, as these would destroy the rich forest resources in their respective areas.
The committee said for Dibang project felling of more than 3.5 lakh trees was most likely to have adverse impact on the general ecosystem of the area, recovery of which may be very difficult through any type of mitigating measures. “There is no study conducted to assess the cumulative impact of all the reservoirs and the upstream and downstream impacts. The ecological, environmental and social costs of diversion of such a vast tract of forestland, which is a major source of livelihood of the tribal population of the state, will far outweigh the benefits likely to accrue from the project,” the committee said in its report.
It recommended that approval for diversion of the said land may not be accorded. The memorandum of agreement between govt of AP and NHPC was signed way back in 2007 for execution of 3000 Dibang project. The bitter opposition by local had lead to cancellation of public hearing for 14 times. Only this year in the month of March 11 and 12 NHPC were finally able to hold public hearing at Roing.
A source said the companies, could, if they wished, submit different proposals with reduced impact on forests and others. “The minister can, if she desires, turn down the recommendations of the committee as these are advisory in nature. But this is very rare,” the source said.
Power failure exposes lack of coordination among Govt agencies

ITANAGAR, Jul 26: The power crisis which has been troubling capital citizens since 23rd July has exposed lackadaisical attitude of Power Grid Corporation of India Limited(PGCIL), the agency that maintains majority of transmission line across state including 132 KV Nirjuli Dikrong Transmission Line(NDTL), which is the lifeline to supply electricity to capital complex from Ranganadi Hydro Electric Project. According to the report on 23rd of this month two tower of PGCIL got damaged due to falling of tree at Jampa village, few kilometers from Doimukh town.
The electricity supply to capital complex has been badly hit due to damage of tower. Power cut stretching upto hours has virtually brought life to a standstill in capital. Government offices, business establishment and schools are the worst hit. Citizens especially the poor who can’t afford to own inverter and generators are the nastiest sufferer.
While talking to this daily, an official of power department informed that Power Grid authorities have failed to solve the crisis at earliest. “Honestly it was a minor damage and it should have been repaired within one day. But Power Grid does not have sufficient manpower in Arunachal to deal with such crisis and they don’t have proper infrastructure set up. They have a small office at Nirjuli from where they run the show. They are dependent on us whenever they face any crisis. If they don’t upgrade their infrastructure, we may face more such problem in the future,” said an official of power department. He also informed that damaged tower has been repaired by Power Grid with the help of the officials of power department and power supply has been restored.
Power Grid on their side informed that they have successfully carried out repairing work of damaged tower and power supply through Nirjuli Dikrong Transmission Line has been reinstated.
“The tower got damaged due to ongoing Trans Arunachal highway work which resulted in the falling of tree on the tower. We were not informed about damage at the earliest. However we have done our job by restoring power supply and now its up to state power department to ensure that capital citizen receives electricity regularly,” said Nabin Kumar, a junior engineer of Power Grid.
The entire event shows lack of coordination among Power Grid, highway authorities and power department.
Rising incidents of crime against girl child causes concern
ITANAGAR, Jul 26 : Various political parties and State Women’s Commission have expressed grave concern over repeated crime against women and girl child in the state.

PPUEA denies assault on NHPC staff
ITANAGAR, Jul 26: The Papum Pare Unemployed Engineers’ Association (PPUEA) has termed the news report of assault of NHPC staff on July 25 by its members as baseless.
In a release, it claimed that the Association president accompanied by its four members, alleged of assaulting the NHPC staff, had just visited the Naharlagun NHPC office to enquire about the vacancy posts for group C & D in schedule tribe category. They did not indulge in any violent act, nor did they demand any financial assistance for a trip to Kolkata. Even if they did demand the amount, there is no valid evidence against them; it said adding that the allegation by NHPC staff was made in order to tarnish its image.
PPUEA further demanded for a proper enquiry into the incident and also to release the president and the four other members immediately.

Giba & Gusar circles remain cut off

DAPORIJO, Jul 26: Many circle headquarters of Upper Subansiri District remained cut off from Daporijo, the district headquarters of Upper Subansiri for the last two months due to landslide.
Massive landslides triggered by heavy rainfall have blocked roads at numerous points cutting off more than 60 villages under Gusar and Giba circles.
There was acute shortage of all essential items in those two circles as road transportation totally disrupted by landslide. Disruption in road communication has also created great problem to the patients suffering from various ailments.

District level tourism development committee meeting held
AALO, Jul 26 : The District Level Tourism Development Committee (DLTDC) was held
at Aalo yesterday for evaluation and selection of new tourism projects for the year

The meeting was chaired by Deputy Commissioner cum DLTDC chairman M.K. Sahoo.
While welcoming the committee Tate Tatak , District Tourism Officer, explained the aims and objectives of the meeting in brief. He explained the selection procedure of tourism projects of various categories and presented guidelines to all the members.
Addressing the meeting, DC said Arunachal Pradesh has all the potential to be one of the potential tourism destinations. He suggested the committees to identify the projects in such places where road connectivity and water is available. He said that creating of tourism assets in jungle and wrong selection of projects site may create problem in future for operation. He sought the suggestion of member of the committee for selection of sites for tourism projects in a judicious manner so as to promote tourism sector by way of creating durable assets.
Superintendent of Police S.C. Yadav shared his observations and explained the development of tourism sectors of other states. He suggested the committee to select only genuine projects which are feasible for tourism purpose.

ATMA conducts skill enhancement cum orientation training
AALO, Jul 26: ATMA West Siang district had conducted two days skill enhancement cum orientation training to the recently recruited Block Technology Managers (BTMs) and Subject Matter Specialists (SMSs) on July 24 and 25 at district agriculture office, Aalo.
Presiding over the inaugural session Karyom Doji, DHO Aalo, focused on paramount roles of the extension functionaries in dissemination of technologies to the targeted group. He exhorted the extension functionaries to act as facilitators, reach out to the farming community, and persuade them to adopt new innovative pertaining to farm production.
Karbom Riram, DAO, urged the extension functionaries to deliver their utmost efforts to transform the agriculture scenario in West Siang district to shape a new dimension through amalgamation of refined tools and techniques which could be imbibed through ATMA. He suggested for coordinated efforts of BTT Chairmen and extension functionaries in each and every blocks to effect such noticeable and desirable changes.
Jumdo Jini, ADO and nodal Officer ATMA, elaborated about the aims and objectives of ATMA, its composition, origin, funding pattern and their specified tasks in hierarchal. He had also discussed about the menace of bamboo flowering and subsequent rodent outbreak. In order to counteract the rodent incidences Jini suggested several measures both mechanical and chemical methods which could be employed in the hours of unprecedented upsurge of rodent population to subdue the possible losses.
Dr. Kejom Padu, SVO, highlighted on scope, importance, and feasibility of farming system under animal husbandry. He also pointed out many of the animal and poultry related diseases and their prophylaxis and therapeutic measures to tackle the outbreak of such diseases.
During the technical session Jarny Yomcha,ADO, briefed about scope and importance of horticultural crops in the context of Arunachal Pradesh. During the process, he also revealed that management of orchards and nursery could create a unique avenue for employment generation.

He also advocated for conservation of natural predators of insect pests and rodents, which hunts the voracious pests of rice at different stages and thereby reducing pests’ density and limiting the quantum of injurious impact on crops. Dr Taggu, DVO appreciated the initiative taken by the Fisheries department and suggested all beneficiaries to culture the fish in scientific manner to get higher benefit from it.
DAO also called upon the beneficiaries to integrate the fish culture with agriculture, horticulture & animal husbandry, which will increase their incomes through fish farming and suggested all farmers to keep interaction with technical department for improvement in traditional farming method.

I sincerely recognize Chief Minister Nabam Tuki government’s effort for having successfully
seeing through the PR election and for the first time the Municipal election in Itanagar
and Pasighat and also his government's overall performance. However I need to point
out that the road communication system in the state in general and the Capital complex
in particular still awaits the proper and fool-
The most important in this regard is the Trans Arunachal Highway for which the public
compensation of a large sum of Rs. 71 crores has already been disbursed to the affected
public along the proposed Khodaso-
Now as and when the work would begin which presumably will not be delayed, the full cooperation from the public living along the proposed road will be expected. This job is very important for the much needed development of the state, particularly the area which the road will run through.
This demands the undisturbed atmosphere for the construction workers as well as for the government and the common people of the state.

and non-
Firstly let me rebut my assertion fittingly. You people are already well aware of
fact that putting aside few districts the majority of district have acute problem
concerning the network, which avert student’s essential access to internet that is
need of hour in world of e-
Disturbances in supply of electricity are quite bad in comparison with state capital. National newspapers do not reach in all the districts. Well crux of assertion is, clearly no way any dist of AP could match the infrastructures and other facilities which our capital provides. So, the indigenous student community of AP have right to access these facilities.Or they should be forced to become 'frog in a well’.
The meeting held at dngc envisaging the problems of admission reflecting shortage of teaching faculties and infrastructure to deal with excess number of students trying to seek admission is bad but could be dealt.
Be optimistic about this problem. My notion may not be accepted by many, but
I reckon this problem have potential to create job opportunity (lecturer) and enhance
the infrastructural development of dngc to manifold. My suggestions for the contesting
General Secretaries and others to constrain the competent body to do away with these
problems to solve the ever rising matter of catchment and non-
Prudence lies in taking stand for the unfortunates, not sitting back and complaining.

Some unanswered questions
Dear Editor,
Through the column of your esteemed daily I would like to know the status of projects like RCC bridge and steel wire suspension bridge over Nari river from the A/E,PWD Nari. The construction of RCC Bridge started about seven years back. After about 90% completion, the bridge collapsed. Till now it is lying abandoned. Regarding the suspension bridge, its construction started about a year ago. After foundation of six concrete posts was laid its work has halted. Now its two posts have already fallen. Why has its work been abandoned and why hasn’t the reconstruction of RCC Bridge started. I request the higher authorities to order immediate probe into the matter to dig out the whole truth behind the wastage of public money, and also if there is any use of substandard construction materials? If completed, the said bridge would have connected Nari ADC headquarter to remote villages like telam, seren, deka, koyu, mane, lipin etc. It may be a plan to hide the uncompleted NEC funded road started about twenty years back.

Pay attention to Gohpur Tinali to Ganga Lake road
Dear Editor,
The APPWD is the oldest and parent Department of all Engineering Department in the
state and is known for quality of construction work such as road, bridge, building
etc. But this same Department is miserably failing to maintain the road from Gohpur
tinali to Ganga Lake. This road is life line of people living at Sangdupota, Jote,
Poma, Bath, Ganga Lake, Lor Putung, Zoo and its adjoining area. This road is not
only for inhabitant of these area but also important for local and foreign tourist
as well as. The VIPs who visit state capital usually visit Zoo, Ganga Lake, Poma,
WTP, etc and they have to use this stretch of road. The oxford university is yet
to prepare a word to describe the present condition of aforesaid road. Near Hotel
Bomdila there is big pond in the middle of road with water and big boulder. Similar
pond can be found after crossing zoo tinali. One Bailey bridge located in between
Gohpur-

Tragedy, research and planning
Possibly India is a country where the planners wake up only after something serous
happens. For example, Govt begins to think seriously on disaster management only
after the Uttarakhand tragedy where thousands of people lost their lives. Had there
been any effective disaster warning system, evacuation plans, the massive loss of
precious life could have been averted in Uttarakhand. Now the Govt is putting its
head to avert any kind of man-
After Uttarakhand, it is Bihar midday meal tragedy which brazenly exposed the weak policy of the planners and rulers at Centre and the states. The unfortunate part of the system of governance is that it starts rigorous research along with blame game to improve the system of midday meal only after we lost more than 20 children in Bihar.
When the Central Govt talks of collective responsibility and strengthening of mechanism
for proper implementation of Midday meal scheme, it is reported that nearly 10 lakhs
student in over 4, 600 schools in Bihar are deprived of midday meal for second consecutive
day because, the primary school teachers boycotting this duties. A total of 70,000
schools of Bihar were covered under the midday meal scheme benefiting 1.40 crore
children.The teachers say, the basic job of the teachers is to teach and not to supervise
cooking of meals. Interestingly, the Allahabad high court has questioned a government
order which took away the job of supervising midday meal preparation from non-
Duty and responsibility is a two side of same coin. When the midday meal is being served in the school for school children, the teachers should take some responsibility to see that their students are being taken care of properly.
One of the main purposes of serving Midday meal in school is to lure maximum number
of children and increase their enrollment in schools. Where the motto is man-
Therefore, school management committee, teachers and Govt should come together to serve midday meal to innocent children.
